1986: City Councilman Ed Neal, fined and granted probation when he took a misdemeanor plea bargain, averting trial on three felony charges that he billed the city of Vista for a trip by him and his girlfriend to Washington, D.C., to attend a White House luncheon. He maintained his innocence.
