2000-2004: Mayor Pamela J. Houchen, who pleaded guilty to public corruption and fraud charges for forging documents in conversion of apartments to condominiums. She was sentenced to 37 months in prison and ordered to pay $140,000 in restitution.

2003 and before: Mayor David Garofalo, who pleaded guilty to one felony and 15 misdemeanors incurred when he voted as a City Council member on matters benefitting companies that bought advertising from his publishing business. He paid more than $49,000 in fines and completed 200 hours of community service.
