1977–79: City Manager George Howes, sentenced to three years’ probation and fined $1,260 on conflict-of-interest charges centered on the construction of the Tierra del Sol Municipal Golf Course in California City. At the time of his trial and plea of no contest, he was city manager of Walnut, California.
