1972–73: Police Chief John Preku, who was one of ten Californians indicted by federal grand juries in March 1973 on misdemeanor charges of filing fraudulent tax certificates. All were members of tax-protest groups. Preku claimed the income tax was unconstitutional. He was fired from his job as chief, but was acquitted by U.S. District Judge M.D. Crocker, who said Preku acted “without malicious intent.
